After graduating from law school, Shpil worked as a lawyer for several years. He represented the poor and the working class, and he fought for their rights at every turn.

In 1960, Shpil was elected to the city council. He served on the council for 20 years, and he was known for his tireless advocacy for the poor and the working class. Shpil was also a strong supporter of education, and he worked to improve the quality of education in the city.

In 1980, Shpil was elected mayor of the city. He served as mayor for 12 years, and he is remembered as one of the greatest mayors in the city's history. During his time as mayor, Shpil oversaw the construction of several new schools and hospitals. He also worked to improve the city's infrastructure and to make the city more livable for its residents.
